Abstract
Bu çalışmada, 1961-1980 yılları arasında Cumhuriyet Senatosunda görev yapmış olan Bingöl senatörlerinin hayatları ve senatodaki faaliyetleri hakkında bilgi vermek amaçlanmaktadır. 27 Mayıs 1960 askeri müdahalesinin ardından hazırlanan 1961 Anayasası ile Türk siyasal hayatında Millet Meclisi ve Cumhuriyet Senatosundan oluşan çift meclisli bir parlamenter sistem benimsenmiştir. Bu sistem 12 Eylül 1980 askeri müdahalesine kadar yürürlükte kalmıştır. 1961 Anayasası ile ihdas edilen Cumhuriyet Senatosu; Cumhurbaşkanı tarafından seçilen üyeler, tabiî üyeler ve genel oyla seçilen 150 üyeden oluşmuştur. 1961-1980 yılları arasında Bingöl ili Sabri Topçuoğlu, Arif Hikmet Yurtsever ve Mehmet Bilgin olmak üzere üç senatör tarafından temsil edilmiştir. Bu çalışmada 1961-1980 yılları arasında Cumhuriyet Senatosunda görev yapan Bingöl senatörlerinin görev süreleri boyunca sunduğu kanun teklifleri, önergeler ve yaptığı konuşmalar incelenerek temsil ettikleri ilin sorunlarını senato gündemine ne ölçüde taşıdıkları ve ülke meselelerine dair yaklaşımları ortaya konulmaya çalışılmıştır. Çalışmanın temel kaynakları TBMM Arşivi ve Cumhuriyet Senatosu kayıtları olmakla birlikte konuyla ilgili yayınlanmış diğer çalışmalardan da yararlanılmıştır.

This study aims to provide information about the lives and activities in the Senate of Bingöl senators who served in the Senate of the Republic between 1961 and 1980. Following the military coup of May 27, 1960, the 1961 Constitution established a bicameral parliamentary system in Turkish political life, consisting of the National Assembly and the Republican Senate. This system remained in force until the military coup of September 12, 1980. The Senate of the Republic, established by the 1961 Constitution, consisted of members appointed by the President, ex officio members, and 150 members elected by popular vote. Between 1961 and 1980, the province of Bingöl was represented by three senators: Sabri Topçuoğlu, Arif Hikmet Yurtsever, and Mehmet Bilgin. This study examines the bills, motions, and speeches presented by the Bingöl senators serving in the Senate of the Republic between 1961 and 1980 during their terms of office, attempting to reveal the extent to which they brought problems of the province they represented to the Senate agenda and their approach to national issues. The primary sources for this study are the Grand National Assembly of Turkey Archive and records of the Senate of the Republic; other relevant published literature has also been utilized. |
